ESSID advises institutions to maitain internal technical expertise when working with suppliers.

"Many times, what you need is very differennt from what you have now been sold, and settlemens can save millions of dollars on large systems, with some interal technical consutant for them.

But if the project goes in life, technology costs can be mitigated.
