Completing quests that are two or three levels under your current level instead of those above you, may seem counterintuitive, but is very effective. Although you will get lesser amounts of EXP per kill, they will add up more quickly....in fact, you'll be stuck at how fast the lower kills add up. Quest opportunities are flagged for you with yellow exclamation points above the heads of various characters. Grab them as often as you can.

Related to doing quests is the idea of multi-tasking at any potential opportunity. The time issue becomes even more vital as you take on more quests and ascend in levels because the degree of difficulty becomes greater and greater. Moving too cautiously or methodically is a contrarian time wasting trap you could easily fall prey to. If your need is for speed then multiple simultaneous quests is the true path. The overall optimal strategy to cut down your leveling time is to perform quests, especially multiple simultaneous quests, at every opportunity.
