Secondly, they disregarded the law that states insurance is necessary for one to operate a vehicle. Let's review what we have learned. This individual is not scared of existing laws and likely could not afford to payout a lawsuit in your favor.
Drivers who have had fender benders or tickets are not stopped by removing their licenses or being told that if they don't have insurance, they are not allowed to operate a vehicle. If their intention is to drive, they will, no matter what the consequences are.
An even bigger problem is a driver who is underinsured. You can rest assured that the driver was insured as you exchange information. What if, after the claim adjuster starts, you find that you do not have enough insurance to cover costs? your car is still not repaired, and there is nothing else you can do.
