Passage of the bill may be long because the shot Congress has a tenency to want to sell a range of commercial, rather than putting it in the public trust.

In the meantime, some states such as Florida, are building 800 MHz radio systems through which government agencies can commnuicate with scurity staff. Okaloosa County, Florida, is in the process of accession to the system, and it is expwected that the Internet in 2009.
